CCC Cautions Against Glorifying Lakurawa Insurgents in Counter-Terrorism Efforts

Press Statement on the State of the Polity


The Centre for Crisis Communication (CCC) commends the collaborative efforts between the Kebbi State Government, led by Governor Nasiru Idris, and the Nigerian military in effectively addressing the recent security challenges posed by the Lakurawa terror group in that state. The swift and decisive military intervention has not only restored peace to Mera town and its environs but has also fostered a renewed sense of safety and stability for the affected communities.

This proactive response reflects both the commitment of the state government and security agencies to ensure the well-being of citizens and to safeguard their livelihoods. The success of the operation, which resulted in the reported dislodgment of the Lakurawa fighters and the recovery of hundreds of rustled livestock, is a testament to the effectiveness of a coordinated approach in tackling security threats.

  1. THE LAKURAWA CHALLENGE
    The CCC urges governments, security agencies, and stakeholders to prioritize addressing the significant security risks associated with the Lakurawa criminal syndicate operating in Northwestern Nigeria, particularly in Kebbi and Sokoto states.

    The urgency of the situation necessitates swift and strategic action to prevent it from escalating into a full-blown security crisis with public safety and humanitarian implications across the federation.

    However, the CCC expresses concern that excessive media promotion or glorification of certain groups may be counterproductive, as unwarranted publicity can provide critical encouragement and oxygen to adversaries.

    Consequently, the haste to label undesirable elements as terrorists may result in unintended consequences, such as fostering mistrust within communities or inciting public panic. The official designation of any group as a terrorist organization is an authority that resides solely with the Federal Government, in accordance with the legal framework established by the Terrorism (Prevention) Act of 2011.

    Furthermore, we are wary of the potential exploitation of the Lakurawa situation by conflict merchants—individuals or groups with financial or political motives that thrive on sowing division and insecurity. The CCC cautions these actors against manipulating the situation for personal gain, which could exacerbate the nation’s security challenges and undermine genuine efforts to restore peace.

    In light of these concerns, security forces are encouraged to act with transparency and integrity in addressing this menace, eschewing any exploitative tendencies or motives.

    We also wish to highlight the pressing issue of Nigeria’s vulnerable borders and numerous ungoverned spaces. These weaknesses allow criminal actors, particularly from the Sahel region, to move freely and access weapons, heightening the risk of violence and undermining national security.

    To address these pressing security concerns, the Centre for Crisis Communication (CCC) strongly recommends the following:

    i. Invest in Community-Based Intelligence: Develop a community-based intelligence framework that actively involves local stakeholders in national security efforts. This collaborative approach will yield valuable insights and enhance response strategies.

    ii. Coordinated Communication from Security Agencies: Precise and coordinated messaging from security agencies is essential to prevent public misunderstandings and misinformation. Clear and timely information will help build trust and foster cooperation between security forces and the communities they serve.

    iii. Promote Accountability within Security Forces: Hold local commanders accountable for incidents within their jurisdictions to ensure a proactive approach to security management and cultivate a culture of responsibility.

    iv. Enhance Inter-Agency Collaboration: Strengthening cooperation and information sharing among security forces is critical for achieving overall mandates and improving response times.

    v. Address Ungoverned Spaces and Unguarded Borders: The CCC advocates for comprehensive, integrated border security measures that leverage advanced technology and community-based intelligence to prevent criminal exploitation of these vulnerabilities.

    1. ONDO GUBERNATORIAL ELECTION
      As preparations intensify for the Ondo State gubernatorial election, the CCC urges security agencies and other critical stakeholders to maintain an apolitical stance and uphold the principle of impartiality. It is imperative that they adhere strictly to established rules of engagement to ensure all citizens can exercise their civic rights without hindrance and to preserve the integrity of the electoral process.
    2. FUEL PRICES
      The Centre also commends the recent agreement between the Independent Petroleum Marketers Association of Nigeria (IPMAN) and the Dangote Group to facilitate the direct supply of petrol. Analysts predict this collaboration may lead to a decrease in fuel prices. Such constructive partnerships are essential in alleviating economic pressures on the public. The CCC hopes this win-win arrangement is sustained.

    In closing, the Centre for Crisis Communication stands ready to support all efforts aimed at promoting peace and stability across Nigeria. We urge the federal government, security agencies, media, and all stakeholders to embrace their roles in a manner that protects national security and prioritizes the well-being of every Nigerian.
